Role Overview

Full Time / 37 Hours Per Week / Permanent. Team: Housing Standards / HMO. The Regulatory Services team ensures standards are met across the city at restaurants, retail units, private rented homes, festivals, licensed premises, and roadside sites. We investigate complaints, carry out inspections, gather evidence, and use statutory powers to protect the public. Our work is visible, practical, and makes a tangible difference.

This role focuses on Private Sector Housing, ensuring landlords meet the required standards for rental properties and houses in multiple occupation. The work ranges from advisory visits and compliance checks to formal enforcement action, including preparing and attending court or hearing cases.

As a Senior Regulatory Officer, you will provide professional leadership on complex investigations and high‑risk enforcement cases, oversee daily operations, and guide colleagues to deliver consistent, high‑quality outcomes.

Responsibilities

  • Matrix manage a team of enforcement officers, providing clear and concise technical advice.
  • Monitor individual work and inspire performance, creating opportunities for innovation.
  • Support team development, encouraging autonomy to achieve best results.
  • Handle complex cases, including building and progressing cases for prosecution or civil penalties.
  • Oversee the team’s most complex cases and analyse complex environmental health and regulatory service situations.
  • Prepare clear reports and statements for potential legal proceedings.
  • Represent the Service and Council at formal hearings when required.
  • Communicate assertively in challenging situations to achieve positive outcomes.
  • Manage resources and activities to develop individual and team work programmes.
  • Maintain flexibility and self‑motivation to create a professional, positive working environment.

Qualifications

  • Good knowledge of the Renters Rights Act 2026 and ability to advise staff and Leicester landlords.
  • Experience in complex investigations and high‑risk enforcement cases.
  • Strong written communication skills – ability to prepare clear reports for legal proceedings.
  • Ability to represent the Service and Council at formal hearings.
  • Excellent communication and assertiveness skills.
  • Commitment to teamwork, high organisational and leadership skills.
