The Role

We are seeking a knowledgeable, driven, and motivated Housing Property Services Manager to lead and oversee the Council’s housing maintenance and refurbishment service as part of our ongoing journey of improvement. This senior leadership role is critical to shaping strategy, managing multi‑million‑pound budgets, and delivering against the Council’s Housing Improvement Plan, ensuring services are safe, compliant, and consistently improving for residents.

Key Responsibilities

  • Lead the delivery of responsive repairs, planned maintenance, inspections, and refurbishment programmes across the housing stock.
  • Set strategic direction for housing maintenance in line with the Council’s housing strategy and Asset Management Strategy.
  • Oversee capital and revenue programmes, including budget planning, forecasting, and cost control.
  • Ensure full compliance with health & safety legislation, statutory inspections, building regulations, and the Consumer standards.
  • Manage and develop staff and contractors, driving high performance, capability, and continuous improvement.
  • Procure and manage contracts, monitoring KPIs and SLAs to ensure quality and value for money.
  • Work collaboratively with tenants, councillors, and stakeholders to support strong engagement and customer‑focused services.
  • Lead sustainability, energy efficiency, and decarbonisation initiatives within maintenance and refurbishment activity.

What You’ll Bring

  • Significant experience leading housing property or maintenance services within a local authority or social housing setting.
  • Strong working knowledge of housing legislation, building safety, health & safety, and regulatory standards.
  • Proven ability to manage refurbishment or capital works programmes, including budgets and contractors.
  • Effective leadership skills, with experience motivating teams and driving service improvement.
  • Sound financial and analytical capability, with a focus on value for money.
  • A clear commitment to delivering high‑quality, resident‑focused housing services.
