Overview

Stonehouse Recruitment is working with a Local Authority in the Midlands seeking an experienced Housing Enforcement Officer to support their Private Sector Housing team.

This role will focus on improving standards across the Private Rented Sector through proactive enforcement, regulatory intervention and professional case management.

Key Responsibilities

Deliver Private Sector Housing enforcement functions in line with current housing legislation and local authority procedures.

Manage a varied enforcement caseload, including:

  • Disrepair complaints
  • HMO enforcement and licensing breaches
  • Unlicensed properties
  • Housing hazards and poor property conditions

Carry out property inspections using the Housing Health and Safety Rating System (HHSRS).

Draft and serve statutory notices in accordance with housing legislation.

Prepare legal case files and support enforcement action where required.

Work collaboratively with internal departments and external partners to ensure compliance.

Provide advice and guidance to landlords, tenants and other stakeholders.

Support enforcement activity aimed at improving standards within the Private Rented Sector.

Essential Requirements Qualifications

HHSRS qualification or certificate of competency in the HHSRS regime (essential)

Experience & Skills

  • Demonstrable experience enforcing housing legislation within a Local Authority
  • Current experience carrying out HHSRS inspections
  • Strong working knowledge of Private Sector Housing legislation and enforcement powers
  • Experience preparing enforcement cases and supporting legal action
  • Ability to interpret legislation and apply it practically
  • Strong written and verbal communication skills
  • Full UK driving licence and access to a vehicle insured for business use
  • Standard DBS clearance

Desirable Experience

  • Experience presenting cases at the First Tier Property Tribunal

Additional Information

Minimum 3 days per week office attendance required.

£45 per hour expected rate to candidate.
