About the Role
Adecco are recruiting on behalf of Newham Council for an experienced No Access Investigation Team Manager. This is a specialist leadership role within the Housing Income Collection service, responsible for managing and resolving persistent no‑access cases across Newham’s housing portfolio. You will lead a high-performing team, ensure legal compliance, support statutory inspections, and contribute to protecting housing assets and income recovery.
This is a hybrid role but predominantly office-based at Newham Dockside, with some travel required across the borough.
Key Responsibilities
- Lead, manage and supervise a specialist team of up to 12 Investigation Officers.
- Oversee investigations into persistent no‑access cases, ensuring timely resolution and escalation where required.
- Coordinate access for statutory inspections including gas, damp & mould, electrical, fire safety, and building safety.
- Manage team expenditure in line with the service budget.
- Ensure all work aligns with safeguarding, tenancy enforcement and data protection protocols.
- Represent the Council at court, internal panels, council committees, and external forums.
- Drive service improvements using evidence, data analysis, and performance reporting.
- Support improved business efficiency, including streamlined processes and a “digital by default” approach.
- Maintain accurate statutory records, reports and documentation.
- Contribute to strategic planning, risk management and service development.
- Work collaboratively with internal and external partners including legal, fraud, safeguarding, police and enforcement teams.
- Respond to complaints, Member enquiries and Freedom of Information requests.
- Travel within the borough and occasionally work evenings/weekends depending on service needs.
About You
You will be an experienced leader with a strong background in housing operations, tenancy enforcement or compliance-focused services. You will combine excellent communication skills with the ability to manage complex cases, lead teams, and work effectively across multiple departments.
Essential Skills & Experience
- Strong knowledge of housing legislation, tenancy enforcement and safeguarding.
- Understanding of tenancy fraud prevention and court processes relating to tenants/leaseholders.
- Demonstrable housing-related management experience.
- Experience representing an organisation at court.
- Ability to manage complex caseloads and lead multi‑agency work.
- Skilled in performance reporting, KPIs, and housing management systems.
- Experience preparing legal documentation and presenting evidence.
- Excellent communication, negotiation and decision‑making skills.
- Ability to manage staff performance, recruitment, supervision and development.
- Understanding of local authority or housing services.
- Ability to work flexibly, including evenings/weekends when required.
- Ability to travel throughout the borough.
