We have a rare and exciting opportunity for a senior leader to help shape, deliver and improve Norfolk’s highway services. Our highways are essential to daily life for over 900,000 residents, local businesses and visitors. As our new Assistant Director of Highway Services, you will oversee the teams who keep our network safe, reliable and resilient, 24/7 and 365 days a year. This is a critical leadership role, responsible for highway maintenance, statutory duties and multi-million pound contracts, ensuring strong performance, excellent value for money, and continuous improvement.
Responsibilities
- Lead Norfolk County Council’s full Highway Services portfolio, including operational maintenance, strategic contract management, local highways teams, streetlighting, intelligent traffic systems and more.
- Oversee around 130 staff, manage major contracts and work closely with key partners. Direct countywide maintenance programmes, emergency and winter service delivery and the performance, policy and operational plans that enable these services, ensuring all works meet agreed standards, specifications, legislation and budgets.
- Contribute to long‑term strategy, commercial improvement and locality working, and deputise for the Lead Director – Infrastructure when required.
- As Norfolk delivers Local Government Reorganisation, gain significant experience for onward career progression.
Qualifications and experience
- A proven senior leader with experience in highway maintenance, infrastructure operations or comparable complex services.
- Strong commercial and political acumen, credibility in contract management, and a solid understanding of relevant legislation (including the Highways Act, Traffic Management Act, New Roads and Street Works Act and highway law), as well as health and safety and CDM regulations.
- Excellent ability to motivate high-performing teams and build effective relationships with contractors, councillors, MPs, utilities, emergency services and local communities.
- Chartered or Incorporated Engineer, or equivalent experience preferred.
