Responsibilities

  • Support the management of accurate enforcement records, including payments and monitoring charges, and refer debt matters to the legal department.
  • Maintain the enforcement records database, keeping all records current and accurate.
  • Prepare financial penalty paperwork accurately and in a timely manner, and securely send it to all interested parties.
  • Assess and determine licence applications, liaise with relevant council departments, process documentation and issue licences in accordance with the Housing Act 2004.
  • Resolve queries regarding prosecutions, financial penalties and licensing issues from licence holders, stakeholders, the public and elected members.
  • Play an active, proactive role in developing the service, including developing innovative improvements and identifying commercial opportunities.
  • Support team managers with service development and other management responsibilities, manage a team of licensing assistants and ensure that targets are met.

Qualifications

  • Experience working in a fast‑paced, customer‑focused environment.
  • Excellent knowledge and application of IT systems and software packages.
  • Relevant legislative and procedural knowledge for the specialist area.
  • Ability to work with minimum supervision, using problem‑solving skills and initiative.
  • Excellent literacy and numeracy skills.
  • Ability to work flexibly, balancing competing priorities and meeting deadlines while understanding the needs, timescales and deadlines of others.
  • Ability to deal diplomatically and confidentially with a wide range of stakeholders internally and externally.
  • English and Mathematics qualification.
  • Relevant NVQ Level 2 or 3 qualification.
