Overview

Portsmouth City Council is seeking a Parking Enforcement Manager to lead a team of over 50 Civil Enforcement Officers. The Transport Service is undergoing major transformation with high-profile projects, new technology, and city-wide initiatives to reshape how people move around Portsmouth. You will join a friendly, ambitious team delivering safe, fair and effective enforcement for residents, businesses and visitors.

The Service

Portsmouth City Council operates a strong in-house parking service with directly employed Civil Enforcement Officers and uses unattended ANPR cameras for bus lanes, school keep clear, clean air zone and moving traffic contraventions. Parking enforcement supports safety outside schools, residents’ parking schemes, and fair access to parking across the city, and collaborates with colleagues across the council to support major events and cultural activities. The service also investigates blue badge and permit fraud, manages the vehicle removal operation and handles abandoned vehicle enquiries. We are developing new ways to harness technology to help achieve net zero, improve air quality, encourage behaviour change and shift to public transport.

Your new role

As Parking Enforcement Manager, you will lead and manage the Council’s enforcement operation of over 50 Civil Enforcement Officers, supported by supervisors and specialist teams. Enforcement operates seven days a week, with standard hours between 7am and 10pm and additional targeted operations outside these times.

You Will

  • Provide strategic leadership and direction for the entire enforcement operation, ensuring effective, efficient and fair enforcement that meets the Council’s statutory duties and policy objectives.
  • Develop and deliver a forward-looking Parking Enforcement Strategy, using data, intelligence and customer insight to shape priorities and drive continuous improvement.
  • Act as the Council’s subject matter expert on parking enforcement, advising senior managers, councillors, residents and external organisations.
  • Provide oversight and leadership for Moving Traffic Enforcement, bus lane enforcement, School Keep Clear enforcement, Clean Air Zone enforcement and ANPR deployment.
  • Manage the Traffic Management Centre and the Suspension Team.
  • Oversee enforcement income and expenditure, ensuring efficient use of resources and reporting recommendations to the Parking Manager and Cabinet Member.
  • Ensure staff are trained, supported and aligned with the Council’s Corporate Values and Behaviours.
  • Represent the service at meetings relating to public concern, developments and major events.
  • Play a key leadership role in shaping the future of enforcement as part of the Council’s wider transport transformation programme.
  • Deputise for the Parking Manager when required.

What you’ll need to succeed in this role includes a commitment to delivering high-quality enforcement and working effectively within a transforming Transport Service.

What You’ll Need To Succeed

You will bring:

  • At least 4 years’ experience managing a large Civil Enforcement team in a similar environment.
  • Ideally a degree in Business Administration or a related field, or equivalent experience.
  • Strong, confident leadership skills, with experience managing and motivating a large operational workforce.
  • A detailed understanding of parking legislation including the Traffic Management Act 2004 and Road Traffic Regulation Act 1984.
  • Experience in HR, staff development, budget management, public speaking and stakeholder engagement.
  • Excellent communication skills, with the ability to present, motivate and inspire.
  • The ability to interpret data, solve problems, manage change and work under pressure.
  • Strong IT skills, including databases and Microsoft Office, and experience preparing detailed written reports.

Additional Information

We offer hybrid working with the expectation to attend the office minimum 3 days a week (pro rata for part time). This remains flexible, depending on the role and subject to business needs.
