Principal Manager, Security Logistics and Development

The Principal Manager, Security Logistics & Development is responsible for planning, supporting and delivering complex Security & Safety provisions across the EBRD Countries of Operations globally. The role supports Security Operations in delivering security solutions for Bank activities and develops fundamental support activities that are key to delivering a comprehensive security framework.

Responsibilities

• Development and operation of a strategic security operating model, in compliance with Bank security standards under the guidance of the Associate Director Security Operations.
• Mission planning and Security Risk Assessments especially for high risk missions (e.g., Iraq) ensuring all receive appropriate levels of security and support, mitigating to the Bank’s risk appetite; liaison with third‑party suppliers and key internal clients.
• Emergency preparedness: Ensure robust emergency provisions are maintained to safeguard staff safety and security in the event of a security incident, significant deterioration of the security environment or natural disaster. This involves instruction, exercising, auditing and implementing EBRD emergency response plans and managing the Bank’s third‑party Emergency Response Suppliers.
• Emergency Response Team (ERT) – Design a framework, including terms of reference, training cycle, roles and responsibilities, and budget to establish and manage an Emergency Response Team that can respond to any security or safety incident affecting Bank staff or assets.

• Office security: Ensure that the physical and technical security of Bank premises is fully compliant with EBRD and UN standards and are fitted out in a safe and cost‑efficient manner.
• Field missions and movement controls: Ensure staff business travel is fully compliant with EBRD and UNDSS standard operational procedures and that complete movement controls are maintained. Oversight of remote missions in the field, establishing methodology covering Security, H&S, Travel Management, Communications and Medical provisions.
• Training: Plan and contribute to the delivery of specialist security training for EBRD staff and consultants.
• Liaison: Develop and maintain relationships with Embassies, UNDSS, local police and security services to ensure Bank premises and staff are adequately protected relative to local threats and risks.
• Security asset management: Maintain a comprehensive library of EBRD Security Assets for global operations, including all non‑Headquarters assets, equipment, guarding and maintenance contracts, communications devices, trauma bags and other operational equipment. Ensure all equipment is in place, functioning and properly serviced.

Qualifications

• Highly experienced security/safety professional with a substantial record of service in the IFI community, police, armed forces or security services, working in unstable security environments.
• Leadership skills, with the ability to manage in stressful environments and instill confidence in difficult and dangerous situations.
• Extensive experience in the design and implementation of robust security and safety emergency procedures and plans.
• Project management – demonstrable skills managing projects, including status and budget reporting, task tracking and delivery.
• Fluent English, both written and spoken.
• Excellent drafting skills in general reporting, guidelines and technical documentation, including policy type documents and associated procedures.
• Competent trainer, proficient in delivering training to a multicultural audience.
• Influencing and relationship‑building skills across all levels, especially in setting up a team across different departments and managing key stakeholders.
• Previous experience working in a multi‑cultural environment is desirable.
• A recognized qualification in security or safety is required, with a formal safety qualification desirable. Considerable relevant operational experience may be accepted in lieu of formal qualifications if applicable.
