This role is within the Prevention, Protection and Safeguarding (PPS) function of Cornwall Fire and Rescue Service (CFRS) and part of Cornwall Council’s Safer Communities Directorate.
The Role
Cornwall Fire and Rescue Service is seeking a Resourcing and Delivery Prevention Manager (Grade 5) to provide leadership across the Home Safety, Engagement, Safeguarding and Partnership functions.
The post holder will be responsible for planning, coordinating and overseeing the delivery of CFRS prevention activity across Cornwall, ensuring activity is evidence‑led, person‑centred and aligned with legislative requirements, national guidance and CFRS strategic priorities.
The role includes deputising for the Prevention, Protection and Safeguarding Area Manager when required, providing leadership continuity and operational resilience. You will lead teams, manage performance and resources, and work collaboratively with internal departments and external partners to reduce risk and improve community safety outcomes.

This is a public/customer‑facing role, for which the statutory English language requirement for public sector workers applies.
This position will be subject to an enhanced criminal record disclosure check.
Working Pattern
This is a full‑time post (37 hours across Monday–Friday), conditioned to Green Book terms of conditions. The post will be based at Service HQ, Tolvaddon, but travel across Cornwall and sometimes further will be required. A flexible approach to working is essential, including occasional evening and weekend working.
What you’ll need to succeed
The successful candidate will demonstrate strong, values‑led leadership with a proven track record of managing diverse teams and delivering high‑quality prevention and safeguarding services in a community‑focused environment. They will bring deep knowledge of safeguarding, risk reduction and fire sector or wider community safety practice, alongside the ability to translate legislation, guidance and best practice into effective local delivery. Success in the application will depend on evidencing strategic thinking, partnership working, performance management and clear, confident communication at a senior level, as well as resilience, adaptability and the credibility to deputise for the Area Manager when required while maintaining a person‑centred, inclusive approach to protecting communities.
Eligibility requirements
- Significant experience of leading and managing prevention, safeguarding, or community‑focused services.
- Proven track record of leadership at a senior level, including managing multi‑disciplinary teams across multiple locations.
- Knowledge of safeguarding legislation, risk reduction and community safety initiatives.
- Experience of working collaboratively with partners and stakeholders, including public authorities and voluntary sector organisations.
- Relevant management or leadership qualification, or equivalent experience.
- Current driving licence and ability to travel across Cornwall and further afield as necessary.
- Ability to work flexibly, including occasional evenings and weekends.
- Able to meet the requirements of an enhanced DBS check.
